SPECIAL COUNCIL AS A WHOLE COMMITTEE MEETING

                                                                          MINUTES

                                                                        TUESDAY

           DECEMBER 29, 2015

 

Council President Mr. D’Ambrosio opened the meeting at 6:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mr. Evers, Mr. Hoefle,Mr. Licht, Ms. DePledge, Ms. Vaughn and Council President Mr. D’Ambrosio. Mrs. Quinn-Hopkins is absent and excused.

 

Those attending from the Administration were Mayor Morley, Law Director Klammer, and Finance Director Slocum.

 

LEGISLATION PROPOSED:

There was no Legislation Proposed.

LEGISLATION PENDING: (Placed on First Reading on December 8, 2015) (Placed on Second Reading on December 15,2015)

12-08-(06): An ordinance to reappropriate for the expenses for the City of Eastlake for the period beginning January 1, 2015 and ending in December 31, 2015.

Mr. D’Ambrosio: We put this on First Reading on December 8th  and on Second Reading on December 15th and tonight will be the Third Reading.  Mr. Slocum?

 

Mr. Slocum: Just specifically and we have passed similar legislation every year and in some areas I will give you an example say like street lighting.  We ran a little over in street lighting by $1,500.00 and that is out of a $200,000.00 bill and I wasn’t really upset with that.  Fire fighting as I have made reference earlier…we are down in collections with the ambulance billing by about $60,000.00.  The money from that fund off set the expense in this fund.  Well if we don’t have it we can’t spend it.  We had to…that $75,000.00 is the gut of the increase that I am really looking for in the general fund.  The good news with this legislation is that the general fund over all spending is going to show it going down by almost $800.00.  The good news over all…because I can tell you now is that we will end the year with a positive balance in the general fund.  Those who I have talked with in the past I wasn’t always sure that it was going to be the position but right now I can say that we are defiantly by about $5,000.00 to $6,000.00.  We still have a lot of money coming to us from the R.I.T.A. because it takes them a little bit to fully reconcile their books and we recognize that income in the month that they collected.  It is going to be going to be positive but with how much I can’t tell you exactly.  I put it out there to increase the appropriation in the Stadium Fund which would allow me to increase the transfer if I need too and decrease the transfer that I need to make from the general fund.  I may or may not have to do that.  Right now if I had to close just this second I would make that transfer and end the year with about a $5,000.00 or $6,000.00 balance.  I request fully request that this legislation be passed so that I can close the books this year.

 

Mr. D’Ambrosio: Mr. Slocum did you want to comment on this other memo?

 

Mr. Slocum: I gave it to Mr. D’Ambrosio…first of all for the Council Member’s who are leaving we are going to be closing your email accounts on Monday and we will be forwarding any emails that go to your account to the respective Ward Council Member . Say for Mr. D’Ambrosio it is going to go to Mr. Zuren and however the others.

 

Ms. Vaughn: Can you forward them to our personal email account? If they are personal?

 

Mr. Slocum: These are City records so I really…

 

Ms. Vaughn: As long as they are City records that is fine.

 

Mr. Slocum: These emails become City records and we can’t take them out and that is why we require everybody to have a city email. All of the Council Member’s have a City email account.  I gave Mayor Morley a memo to distribute to the new Council Member’s that we have established email accounts for them and that they are in use immediately and that there are instructions on how use them.  The forward will not occur for Mr. D’Ambrosio, Ms. Vaughn and Mr. Licht until Monday.  With that I am open for questions.

 

Mr. D’Ambrosio: We are going to make sure that we give these to the new member’s.

 

Mayor Morley: The only one who is not here is Mr. Zuren. I will leave this with Mrs. Simons and she can call him to give it to him.

 

Mr. D’Ambrosio: She will get it. Mr. Klammer?

 

Mr. Klammer: I was just telling how much work Mr. Slocum does as the Finance Director in setting up emails and everything else.

 

Mr. D’Ambrosio: I know.
