REGULAR COUNCIL MEETING MINUTES

JULY 11, 2017

 

 

The Regular Meeting of the Eastlake City Council was held at Eastlake City Hall, 35150 Lakeshore Boulevard.  The Meeting was called to order by Council President Ms. DePledge at approximately 7:02 p.m.   

 

 

The Pledge of Allegiance was recited.

 

 

ATTENDEES

 

Members of Council in attendance were Mr. Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Hoefle and Council President Ms. DePledge.  Also in attendance was Council Clerk Mrs. Simons.

 

 

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, Police Chief Reik, CBO Menn, Service Director Rubertino, City Engineer Gwydir and Law Director Klammer.  Finance Director Schindel was absent and excused.

APPROVAL OF MINUTES

 

Regular Council Meeting –June 27, 2017.

 

 

MOTION:  Mr. Evers moved to approve the minutes from June 27, 2017. Mr. Hoefle second.

 

 

Motion carried.  Minutes are approved.

 

 

COUNCIL PRESIDENT’S REPORT – President Ms. DePledge

 

Meetings Scheduled

 

Ms. DePledge: The next Council-as-a-Whole Committee Meeting is scheduled for Tuesday, August 22, 2017 at 7:00 p.m. The Regular Council meeting will be convened immediately following the adjournment of the Council-as-a-Whole Committee meeting.  With that Finance Director Schindel asked to be excused and asked if there was anything that she wanted me to relay and she wanted to make everyone aware that our revenue’s are on track for June 2017 and she had nothing else to report.  My hat goes off to the cities of Wickliffe, Willowick, the Eastlake Captains Club, and all of the corporate donors for sponsoring the July 4^th fireworks up at the Captain’s Stadium.  It was an incredible evening and it was a full house.  I don’t believe that were any incidences from a safety standpoint.  It was a very nice civic evening and a lot of great people getting together to have a very wonderful celebration.  It was very, very nice to see everybody together.

COMMUNICATIONS & PETITIONS

 

1. A communication from the Administration regarding a Moral Claim from Anthony DiFranco.

 

 

Ms. DePledge: This will be referred to the Finance Committee.

 

 

1. A communication from CBO Menn for the issuance of a Conditional Use Permit to Christopher Fakult d/b/a Wyld Wheelz Auto & Bike Detailing.

   Ms. DePledge: This was discussed in Council-As-A-Whole and it will be added to this evening’s agenda.

   COMMITTEE REPORTS

   Ms. DePledge: No Committee Meetings were held since our last Council Meeting.  Are there any members of Council wishing to address the Chair?  Mr. Zuren?

   Mr. Zuren: Thank you Madam President.  I just wanted to remind everybody that there will be a Food Truck and Music Festival this Sunday behind City Hall.  The day will start off, which is Sunday, July 16^th at the Chagrin River Salmon Association.  They are offering free fishing…their tank is stocked with about 400 to 600 fish.  They will have free casting for children, where they will cast into hula hoops and they can win prizes down at the event.  At the same time there will be free guided canoe tours offered by the Chagrin River Watershed Partners and ODNR.  That will be at 12:00 p.m. and 2:00 p.m. on Sunday and on Monday at 4:00 p.m. and 6:00 p.m.  There are still a few spots open for each time.  Then the event will continue behind City Hall, which will be from 2:00 p.m. to 8:00 p.m.  It starts off with a presentation by Sergeant Parins regarding the history of veterans in the City of Eastlake.  The Historical Cabin will open and there will be super heroes here.  The food trucks are East coast Custard, Slyman’s, Get Stuffed, and Touched Supper Club will be here and at 4:00 p.m. the band Whiskey Moon.  It is a local resident who will play from 4:00 p.m. to 8:00 p.m.  I hope to see as many people here as possible and a special thank you too Ms. DePledge and Mayor Morley, Ms. Cornachio for their donations to hold the event.

RECOGNITION OF THE PUBLIC

 

Ms. DePledge recognized the public input at this time; she reminded the speakers that there is a 3-minute limit for their comments; all comments are to be directed to the Chair and not include any personalities or individuals.

 

 

Patrick Coyne, 365 Northcoast Point Dr., Eastlake, OH 

 

Mr. Coyne: I am the Director of the Ohio Celtic Festival.  We take over Classic Park for about a week…August 11, 12, 13…and we have four stages of music plus a kid’s stage.   We do a lot of work for the different organizations in the community and we are doing something different this year.  We have free Friday and we are opening the gates to everybody to come in and enjoy and to see what we do.  Just enjoy the weekend and we hope that…I would ask if I could get Council Members to puts notes into their article I would appreciate it.  It is an event that the Mayor, Police Chief and the Fire Chief help us with and thank you very, very much.  It will August 11, 12, and 13^th…with Friday, August 11 will be a free night to everyone and we hope to see everyone from the City of Eastlake and the community to join us.

 

 

Ms. DePledge: What time do the gates open on Friday?

 

 

Mr. Coyne: The gates will open at 5:00 p.m.  We go from 5:00 p.m. to 11:30 p.m.  Saturday it will be noon to 11:30 p.m. and Sunday it will be noon to about 8:00 p.m. and we do have a 10:30 mass on Sunday morning.

ADMINISTRATIVE REPORTS:

 

MAYOR/SAFETY DIRECTOR – Dennis Morley

 

Mayor Morley: Thank you Madam President and welcome everyone to this evenings meeting.   As Mr. Coyne said we have been working the past six months for the Celtic Festival and we are looking forward to that event at Classic Park.  When you get the information send me the email and I will put it in my report for August.  We continue to be in contract negotiations with our Police Union and ASME and we are going to try and get some settlements there.  We are still working on the Wal-Mart build and we had some discussions yesterday and today on where we are at on that with the easement between Wal-Mart, DrugMart, and Brixmor Corporations.  It is moving and we are hoping that it is moving in the right direction.  Forenza Stone has started to put up their sign on Curtis Rd. and hopefully Mr. Menn can update when they are possibly moving in.  They are doing a lot of renovation there before they move in.  That will be their manufacturing, it will not the business that they have down at the old Claremont Pontiac.  Today I chatted with Mr. Scott today from Mold Masters and he is going to come in and sit down with Ms. Schindel and I…we will have to get the legislation for the tax incentive for them.  For those that…Mold Masters will be moving in off of Melinz Pkwy and it is 216 jobs.  Now it is up to 230 jobs and about a seven and a half million dollar payroll.  That is wonderful for us that they will be moving in.  We continue to meet with business and I will let Mr. Menn talk about some of the other house’s that are going to be built.  Everything has been pretty busy and I would like to thank the other mayor’s from the other cities and all of the sponsor’s for the fireworks.  It was an amazing night.  There were a lot of people in a lot of places and it went over well and we didn’t have any issues.  That concludes my report and I am open for questions.  We continue to work on Lakeshore Blvd. and Mr. Gwydir can touch on that.  I will also…I signed off on the 344^th St. OPWC money so we will be meeting with the residents over on that street and I will let the Councilmen know when that meeting is so that there are no problems for parking.  We think that we are going to do it how we did it on Ridgewood Dr.  We will do one whole side and then do the other side.  We had no issues on Ridgewood Dr. so we are hoping for the same there.  That concludes my report and I am open for questions.

FIRE CHIEF – Ted Whittington

 

Chief Whittington had no report this evening.

POLICE CHIEF – Larry Reik   

 

Chief Reik: Just to reiterate what the Mayor said that the week of the 4^th of July went by pretty uneventful.  We had all of the people in Wickliffe and Willow both assisted with police officers from both of their agencies.  It always works out well with the Captains and it is a pretty good routine.  We also did the Captain’s run about a week before that and again it went pretty seamless and they continue to be a good partner.  That concludes my report and I am open for questions.

CHIEF BUILDING OFFICIAL – David Menn

 

Mr. Menn: As the Mayor said we’ve been quite busy and I will give you a few updates.  The Brixmor property where the old grocery store was they are actually going to split that space into three units.  There will be a furniture store and a health club coming into two of the areas.  Circle K has gotten all of their approvals and I am hoping that they will break ground sometime in the fall.  The schools have gotten all of their approvals and when I say that it is from BZA, Planning, and ARB…all of our boards have approved them.  North’s field is just about…the actual field is just about finished or it is getting there.  The new turf is down.  It is quite amazing to see what they have to do to get that field in the condition that it is now.  It was pretty interesting to see.  The stands are going to be re-built and that is in process now.  The home stands have to be re-built.  Forenza Stone has finally taken over the building and they are coming up with drawings to remodel the inside and I should be getting them within the month.  I think that they wanted to be in sometime in the late fall, but depending on their construction schedule.  Just to tell you a little bit about the houses…it surprises me just about every day that we’ve been getting a lot of new houses.  Right now we will have a total of about fifteen single family units going up and that is about nine to ten stand alone houses right now.  With the single family homes that are being built right next door…with the finishing of the condominium complex.  These homes are being built all over.  From the lake to the middle of the city to the other end of the city, this is very good.  We have quite a few homes that are being totally gutted and re-built.  Some of these are right on the river.  Things are going very well.  That concludes my report and I hope that everyone has a good summer.

SERVICE DIRECTOR – Nick Rubertino

 

Mr. Rubertino: The sound system is great and who ever mad that move and got the sound system corrected it is much appreciated.  It makes me able to hear better and I have nothing new to report and I am open for questions.

 

 

Ms. DePledge: We give credit for the sound system to Mrs. Simons our Clerk of Council.  She did a great job.

 

 

Mr. Rubertino: Wonderful job.

CITY ENGINEER – Tom Gwydir

 

Mr. Gwydir: Thank you Madam President, Members of Council, and Mayor.  As the Mayor noted we are moving forth to get East 344^th Street done and hopefully we will have the project kicked off in a couple of weeks.  We will have the preliminaries done and we anticipate that it will take about six weeks to finish.  It is kind of a short street.  Lakeshore Blvd. if you have noticed most of the castings are bumped up across the roadway, once the finish concerting those and the ramps then they can move-in the final paving course.  I do not have a schedule for that to give you at this time.  Once that concrete work is done it is pretty much imamate and with that I am open for questions.

FINANCE DIRECTOR – Carol-Ann Schindel

LAW DIRECTOR – Randy Klammer

 

Mr. Klammer: Thank you Madam President, Members of Council, and Mayor I have nothing to report this evening.  I just wanted to complement Mr. Zuren and his group on their event this week and wish them good luck.

Ms. DePledge: This is just a reminder that this is our final meeting until August 22, 2017.  Everyone please have a safe and fun summer and we will see you at the end of August.
