COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

NOVEMBER 10, 2015

Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.

ATTENDEES

Members of Council in attendance were Mr. Evers, Mr. Hoefle, Ms. Vaughn and Council President Mr. D’Ambrosio. Mr. Licht, Ms. DePledge and Mrs. Quinn-Hopkins were absent and excused. Also attending was Council Clerk Mrs. Simons.

Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Service Director Rubertino, Fire Chief Whittington, City Engineer Gwydir and CBO Menn. Police Chief Reik was absent and excused.

LEGISLATION PROPOSED:

There was no Legislation Proposed.

LEGISLATION PENDING: (Placed on First Reading on 10-27-2015)

10-27-(01): Resolution: Eighth Side Letter Agreement.

Mr. D’Ambrosio: This is the agreement that we do with the Captain’s and we put this on First Reading at our last Council Meeting and tonight we will move it and it will be on Second Reading.

There were no further questions or comments.

MISCELLANEOUS

Ordinance: Issuance of a Conditional Use Permit to the Wickliffe F.O.E. Aerie #4086., dba Eagle Bingo.

Mr. D’Ambrosio: Mayor I understand that they had some issues with the parking and that they had to send it over to the Safety Director.

Mayor Morley: Brixmor Corporation is in charge of the Vineyards. And when I contacted them I talked to them about the smoking issue and the parking issue. Our police will be hired by the bingo establishment and they will be following up on the smoking. The way that Brixmor has the set up for parking is that the leases are set up on a first come first serve basis and that is the way that they have it with all of their ownerships. They were going to talk to Wal-Mart about borrowing some space if they needed it. That is something between themselves that they can try and figure out.

Mr. D’Ambrosio: This will be put on the agenda by a Motion. Mr. Klammer seeing that there are only four Council members here tonight we can make the Motion to put it on First Reading? Do we have to go through and read all of the legislation?

Mr. Klammer: As the President you control the agenda’s so you could just say that…leave the Miscellaneous for the next Council-As-A-Whole.

Mr. D’Ambrosio: Put them under Miscellaneous in Council-As-A-Whole?

Mr. Klammer: Just leave the agenda the way it is for the next meeting.

Mr. D’Ambrosio: Maybe that would be simplest way to go.

Mr. Klammer: You control the agenda.

Mr. D’Ambrosio: Does anyone on Council have a problem with that? This way we don’t have to read anything. We will leave it at that.

Liquor License Permit: From Dolgen Midwest LLC, dba Dollar General Store 16073, 36180 Lakeshore Blvd.

Mr. D’Ambrosio: I didn’t see any objections from anyone from the Administration.

Mayor Morley: Chief Reik did not see any issues.

Mr. D’Ambrosio: We can pass this by a Motion because we have four people. Mr. Hoefle I believe that you will make the Motion on this during the Committee Reports?

Mr. Hoefle: Yes.

Ordinance: To reappropriate for the expenses of the City of Eastlake.

Mr. D’Ambrosio: Mr. Slocum?

Mr. Slocum: Earlier this year we had to replace a compressor for the air conditioning unit here at City Hall. It was unanticipated and it cost about $15,000.00. This was not fully budgeted for so we have to increase the appropriation on the line item dealing with City Hall. This is so we could pay the bills for the remainder of the year. I do need to have something like this passed by this month.

Mr. D’Ambrosio: This month?

Mr. Slocum: Yes.

Mr. D’Ambrosio: Mr. Hoefle will you be out of town for the next Council Meeting?

Mr. Hoefle: I will be here for the next Council Meeting.

Mr. D’Ambrosio: We are trying to figure things out because we have some vacation’s scheduled but if we have to schedule a Special Meeting then we will. Are there any questions for Mr. Slocum?

Resolution: To enter into a Contract with O’Connor’s Towing Service, Inc.

Mr. D’Ambrosio: The City goes out every three years to renew or to bid on towing services that are needed for the Police Department. Mayor is there anything that you would like to add?

Mayor Morley: The Administration has accepted O’Connor’s Towing Service. This includes Chief Reik and myself. They were the lowest and the best bid and our recommendation is to enter into a contract with O’Connor’s Towing Service.

Mr. D’Ambrosio: Are there any questions for the Mayor? Mr. Slocum?

Mr. Slocum: We did competitively bid and O’Connor’s was the lowest and the best bidder.

Mr. D’Ambrosio: Are there any questions on this? As we said earlier we are just going to leave all of this under Miscellaneous as Council-As-A-Whole for the next Council Meeting.
