Council-As-A-Whole Committee Minutes from December 15, 2015




 DECEMBER 15, 2015 


Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.



Members of Council in attendance were Mr. Evers, Mr. Hoefle,Mr. Licht, Ms. DePledge, Mrs. Quinn-Hopkins, Ms. Vaughn and Council President Mr. D’Ambrosio. Also attending was Council Clerk Mrs. Simons.


Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, City Engineer Gwydir and CBO Menn. Fire Chief Whittington, Police Chief Reik and Service Director Rubertino were absent and excused.



There was no Legislation Proposed.

LEGISLATION PENDING: (Placed on First Reading on December 8, 2015)

12-08-(06): An ordinance to reappropriate for the expenses for the City of Eastlake for the period beginning January 1, 2015 and ending in December 31, 2015.

Mr. D’Ambrosio: We talked about this at the last Council Meeting and we are going to have a Special Meeting on December 29, 2015. This reapporpriate’s so we can close the books and we will have to put this on second reading tonight.  Mr. Slocum?


Mr. Slocum: This is standard and as of today I still have two payrolls to make for this year with the last one being on December 31, 2015. We have to see how thing play out.

A Resolution to enter into a contract with United Survey, Inc. as the lowest and best bidder for the Storm Sewer Televising Bid.

Mr. D’Ambrosio: Mr. Gwydir?


Mr. Gwydir: Thank you Mr. President. This is a contract to clean and televise the central Eastlake drainage system as a precursor to a hydraulic analysis.  This is so we can check out why there is flooding on Glen/Iris/Grove and the related areas.  This is the first thing to make sure that there is nothing wrong inside the system with piping and then we will precede in do the hydraulic analysis.  


Mr. D’Ambrosio: Are there any questions for Mr. Gwydir? Ms. Vaughn you will make the Motion to add that?


Ms. Vaughn: I’ll be pleased to.


A Resolution repealing Resolution No.: 2015-093, enacted on November 24, 2015 for the correction for the funds to be provided and expended from the Willoughby-Eastlake WPCC Fund.

Mr. D’Ambrosio: I missed this and we passed this legislation and we had it under the replacement fund it is not being paid out of the replacement fund. We do have to repeal this ordinance and then we are going to put regular ordinance with the correction on the agenda.  Am I explaining that correctly Mr. Gwydir?


Mr. Gwydir: That is correct sir.


Mr. D’Ambrosio: Ms. Vaughn you will make the Motion on that?


Ms. Vaughn: Yes.


A Resolution granting permission from the City of Eastlake to the City of Willoughby to expand funds for the construction of the Quentin Road Equlization Basin Project.

Mr. D’Ambrosio: This is the one that Ms. Vaughn is going to make the Motion on to take the place of the one that we are going to repeal.
