COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

April 26, 2016

 

Council President Ms. DePledge opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mr.Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Hoefle and Council President Ms. DePledge. Also attending was Council Clerk Mrs. Simons.

 

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, Police Chief Reik, CBO Menn, Service Director Rubertino, Finance Director Mrs. Schindel and Law Director Klammer. City Engineer Gwydir was absent and excused.

 

Ms. DePledge: If anyone is recording this as courtesy to the public will you please identify yourself so that the fellow attendees know that it is being recorded.

Ms. DePledge: This is just a courtesy to everybody. We do not have any issues with you recording our proceedings.  We just want to make sure that everybody is aware that they are being recorded.  Last Friday the City of Eastlake lost its heart and soul.  Mr. Slocum loved this city and he put it first, sometimes before his family and his friends. Probably when he shouldn’t have.  He was taken from us and it was unexpected.  We are going to miss him terribly.  He is the historian of the finances of this community.  He saved us hundreds of thousands of dollars.  He made personal sacrifices that many people would not have made so that we could survive on meager money that we had.  Aside from being a tremendous Finance Director he was an incredible man.  He was funny, direct, and compassionate and we are going to miss him terribly.  He had offered to continue to be a resource.  Our thoughts and prayers are with his family and friends.  With everybody here…our past and current Council members who were just getting to know him and his commitment to the city.  It is a tremendous being that was taken from us.  With that I am going to ask for a moment of silence.

MISCELLANEOUS:

Ordinance: For a Conditional Use Permit for a carwash and car detailing to Brian Holland d/b/a Brian’s Automotive Detailing.

Ms. DePledge: We will need a Motion to add this to this evening agenda and it will Legislation 04-26-(01).

 

Resolution: To Purchase Bulletproof Vests, for Use by the City of Eastlake Police Department for the total cost of Seventeen Thousand Five Hundred and Seventy-Two Dollars and Fifty Cents ($17,572.50).

Ms. DePledge: Chief Reik did you want to comment on this?

 

Chief Reik: This is a contractual obligation to redo the vests every five years. That’s what the manufacture recommends.  There is a bullet proof partnership with the Federal government.  We have received it every year when we applied for it.  We have the paper work in and we are just waiting to hear back…the money that we put we send the invoice to them and they refund 50% of that money.  That is for all 22 officers.  The requirement on the local…that you have mandatory wear policy, which we have had now for ten years, since we started with them.

 

Ms. DePledge: Mr. Hoefle did you want to talk about the ordinance for the Conditional Use Permit.

Mr. Hoefle: I will do my Motion during my Committee Report.

 

To designate Councilman-at-Large Kimberly C. Evers and Clerk of Council Tracy M. Simons to attend the Ohio Sunshine Law mandated H.B. 9 Training at Lakeland Community College on Wednesday, May 18, 2016.

Ms. DePledge: Mr. Hoefle will make the Motion to add this.
