COUNCIL-AS-A-WHOLE COMMITTEE MINUTES DECEMBER 10, 2013

ATTENDEES

Members of Council in attendance were Mr. Licht, Ms. Vaughn, Ms. DePledge, Mr. D’Ambrosio and Council President Mr. Morley. Mr. Hoefle and Mrs. Quinn-Hopkins were absent and excused. Also attending was Council Clerk Mrs. Cendroski. Attending and in the audience was Councilman-at-Large Elect Mr. Evers.

Those attending from the Administration were Law Director Klammer, Finance Director Slocum, City Engineer Gwydir and Police Chief Reik. Fire Chief Whittington and CBO McReynolds were absent and excused. Mayor Andrzejewski was absent.

RECOGNITION OF CITY OF EASTLAKE POLICE DEPARTMENT’S DETECTIVE TED KROCZAK AND DETECTIVE CHRIS BOWERSOCK ON BEING HONORED WITH THE IRS COMMENDATION AWARD

Council President Morley recognized Eastlake Police Department’s Detective Ted Kroczak and Detective Chris Bowersock on being awarded the IRS Commendation Award for their investigation into the St. Paul Croatian Federal Credit Union Investigation.

 

LEGISLATION PROPOSED:

12-10-(01): Temporary Appropriations: January 1, 2014 – December 31, 2014

Mr. Morley: Ms. Vaughn?

Ms. Vaughn: This item was discussed at the Finance Committee meeting on December 3rd. There is going to be an amendment to this legislation but due to a lack of quorum this evening we will do the amendment on December 17th.

Mr. Slocum: The only changes are extremely minor. We can only appropriate what is on the estimated resources provided by the County. This goes to that so we are in compliance with the State laws.

Ms. Vaughn: For the record – this is a temporary 3-month budget and we have to have the final budget in place by March 31st – right?

Mr. Slocum: Right.

MISCELLANEOUS:

Police Department Computer Service Agreement

Mr. Morley: Mr. Slocum?

Mr. Slocum: This is a continuation – TAC Computer, Inc. provides both the software and the support to the Police Department computer operations. This contract has not come before you in years past and we are correcting that now. We are asking for your approval as it is over $12,500. This is not anything you can go out and bid for without changing the entire operations in the Police Department. This represents about a $200 increase over last year.

Chief Reik: TAC Computer is basically the police search engine. All the departments input their information so we can find out if an individual has been in contact with Lyndhurst as a witness or whatever. There is a ton of information in there and the majority of departments out here use the same system. It is pretty necessary.

Mr. Morley: If there are no questions from Council this item will be placed on the December 17th Council meeting agenda.

2013 Re- Appropriations

Mr. Slocum: We need the final 2013 Re-appropriations by year end so we can meet payroll next week.

Mr. Morley: We plan on doing that at the December 17th meeting.
