                                             COUNCIL AS A WHOLE COMMITTEE MEETING

                                                                          MINUTES

                                                                        TUESDAY

       AUGUST 25, 2015

 

Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mr. Evers, Mr. Licht, Ms. DePledge, Ms. Vaughn and Council President Mr. D’Ambrosio. Mr. Hoefle and Mrs. Quinn-Hopkins were absent and excused. Also attending was Council Clerk Mrs. Cendroski and Council Clerk in training Tracy Simons.

 

Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Service Director Rubertino, City Engineer Gwydir and Fire Chief Whittington. CBO Menn and Police Chief Reik were absent and excused.

 

LEGISLATION PROPOSED:

08-25-(01): lEASE aGREEMENT:cITY OF EASTLAKE AND WILLOUGHBY-EASTLAKE PUBLIC LIBRARY

Mr. D’Ambrosio: The library is going to lease the west end of City Hall. It is a five year lease. Mayor?

 

Mayor Morley: For those that have been attending the meetings we have been discussing this for the last three months and have come up with a lease agreement. We had a Committee Meeting last week with Council to go over the particulars. Rick Werner who is their Director is aware that this will be on First Reading tonight since we do not have a quorum for Council. He will be here on September 8th when we hope to pass this lease agreement. There are eighteen employees which includes their Directors and one of their Technical Services Group. As the Council President said they will be in the west end of City Hall and where we have the Historical Society which will be moved down by the Finance Department. We believe that with working with the Willoughby-Eastlake Library this is two government groups working together to try to save money. We will have revenue and they will save some money so that they don’t have to build another building. We believe that it is a win-win situation for all of us. The agreement will be available if anyone is interested in seeing it. The first year’s revenue will be about $35,000 — that is just for the lease money. The eighteen employees payroll is taxed at two percent. Again we think that it is a great thing for the City.

 

Mr. D’Ambrosio: Thank you Mayor. Are there any questions for the Mayor?

 

Mr. Licht: I know that it was brought up by a resident who was at the meeting that the City did look into the fair market value and it was….

 

Mayor Morley: We met with Stan Moore Reality and as you know he is on ECDC and he is an Eastlake resident and he has been in the real estate business for many years. The Library brought all of their comparables from everywhere else that they were looking at and we came up with a happy medium for everybody.

 

Mr. D’Ambrosio: As the Mayor said we will put this on First Reading because we need six people to pass it as an emergency and we are two short.

LIQUOR LICENSE PERMIT: DON TEQUILA EASTLAKE, LLC, 35757 LAKESHORE BLVD.

LIQUOR LICENSE PERMIT TRANSFER REQUEST: RISHEE INC., DBA BEVERAGE AND TACKLE, 35579 LAKESHORE BLVD. EASTLAKE TO ALASALI INC, 35579 LAKESHORE BLVD.

Mr. D’Ambrosio: We have two Liquor License Permits and the first one is for Don Tequila Eastlake, LLC. We held the Rishee, Inc., for a while because we thought they had to have a hearing on it but Chief Reik cleared up everything on it and there are no issues. Mr. Evers, if you would make a motion during report I would appreciate that.
