COUNCIL AS A WHOLE COMMITTEE MEETING MINUTES TUESDAY SEPTEMBER 9, 2014
Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.
ATTENDEES
Members of Council in attendance were Mr. Licht, Mrs. Quinn-Hopkins, Mr. Evers, Ms. DePledge, Mr. Hoefle, Ms. Vaughn and Council President Mr. D’Ambrosio. Also attending was Council Clerk Mrs. Cendroski.
Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Service Director Rubertino, CBO Menn, City Engineer Gwydir and Fire Chief Whittington. Police Chief Reik was absent and excused.
LEGISLATION PROPOSED:
09-09-(01): Agreement: Lake County Board of Commissioners: Urban Entitlement Community Development Block Grant
Mr. D’Ambrosio: We spoke about this at the last Committee meeting and decided to discuss this during the Council-as-a-Whole Committee meeting instead of referring it to a Committee meeting. Mayor, this just gives us the opportunity to apply for CDBG grants?
Mayor Morley: Yes, it is an agreement with the Commissioners to do continue to do that for our City.

09-09-(02): Contract: C & C Roofing: Fire Department Roof: $24,500
Mr. D’Ambrosio: This is a contract with C & C Roofing for the Fire Department roof in the amount of $24,500. I believe this is the last phase for the roof. We went out for bids with this being the best bidder. Chief Whittington, do you know when they will start?
Chief Whittington: After it is approved tonight we will make contact tomorrow and they will get started as soon as they can.
Mr. Slocum: As a clarification, we did not officially bid this project. We obtained quotes from three different contractors.
Mayor Morley: The Chief is working with Law Director Klammer to try to go after the bond of the last company we had.

MISCELLANEOUS:
Acceptance: 2015 Tax Levies Amounts and Rates
Mr. D’Ambrosio: The acceptance of the tax levies amounts and rates is something we do yearly. Mr. Slocum?
Mr. Slocum: This is Council’s last chance to say we are not going to collect all the money we can. The only place I have seen this actually in operation is in the Geauga County Park District. They are choosing not to collect due to the excesses they have. All these levies we are collecting were either voted on by the people or are State mandated inside millage. We are collecting what we are entitled to – nothing more. This exact piece of legislation has been approved since I have been here.

Resolution in Support: “Ready Lake County” Initiative
Mr. D’Ambrosio: This is in support of “Ready Lake County.” The initiative is to have residents be ready in case of emergencies – natural or manmade. They have a website readylakecounty.com. If you go on it there is information about what to have in a disaster supply kit, what to do with our pets, who and when to call in an emergency – with phone numbers. It also advises what to do for seniors who are home bound. It is pretty interesting and informative. If there are no objections I would ask for a motion to add this to the evening’s agenda.
