COUNCIL AS A WHOLE COMMITTEE MEETING MINUTES TUESDAY MAY 27, 2014


Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mr. Licht, Mrs. Quinn-Hopkins, Mr. Evers, Ms. DePledge, Mr. Hoefle, Ms. Vaughn and Council President Mr. D’Ambrosio. Also attending was Council Clerk Mrs. Cendroski.

Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Service Director Rubertino, City Engineer Gwydir, Police Chief Reik and Fire Chief Whittington.

LEGISLATION PROPOSED:

05-27-(01): State Contract: Statewide Ford Lincoln Mercury: Ford AWD SUV with attachments: Fire Department: $41,881.30

05-25-(02): Contract: C.T. Consultants, Inc: Corporation Creek Watershed Study: $14,500

05-27-(03): Tenth Amendment: WPCC Joint Agreement with City of Willoughby

05-27-(04): Acceptance: 2015 Tax Budget

05-27-(05): Amendment: Section 183.0501 “Rate of Income Taxable”

05-27-(06): Resolution to Submit: .5-mill Fire Levy Renewal

Mr. D’Ambrosio: Legislation No. 05-27-(01) through Legislation No. 05-27-(06) were discussed in Finance Committee. Ms. Vaughn?

Ms. Vaughn: The first item is a State Contract for a vehicle for the Fire Department. It has been budgeted for and appears on tonight’s agenda as do the other items listed on your agenda. Legislation No. 05-27-(02) is a contract with C.T. Consultants for the Corporation Creek Watershed Study which is in cooperation with Willoughby – this is in the budget in the Storm Water Fund and the Committee recommended it be moved forward. Legislation No. 05-27-(03) is the tenth amendment to the WPCC joint agreement with Willoughby – we have to increase the amount of money we put into the replacement fund – the funds have already been set aside so the Committee recommended this be moved forward. The Committee recommended the 2015 tax budget be moved forward with no changes and it appears on this evening’s agenda. Note to the record – the tax budget indicates there will be a deficit of over $800,000 next year so we will have difficulty in operating our City. The Committee also recommended to submit a resolution for the .5-mill Fire Levy renewal and it appears on the evening’s agenda as Legislation No. 05-27-(06). Legislation No. 05-27-(05) is an amendment to Section 183.0501

“Rate of Income Taxable” that was recommended by Finance Director Slocum and was discussed at the Special Council meeting last week. This is dealing with winning tax lottery dollars. Currently, the ordinance provides if you live in Eastlake and you win a large sum of money you will pay City income tax on the money. This has been amended to include if a ticket is sold in Eastlake income tax money is owed to the City. All legislation tonight is recommended by the Committee and we would like to see them move forward tonight.

Mr. D’Ambrosio: As long as Council has no objections to the Resolution to Submit the .5-mill Fire Levy renewal and as this is going on the ballot and in following past history this item would go for three readings I suggest this be placed on First Reading tonight.
