COUNCIL AS A WHOLE COMMITTEE MEETING MINUTES TUESDAY MAY 13, 2014

 

Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mrs. Quinn-Hopkins, Mr. Evers, Ms. DePledge, Mr. Hoefle, Ms. Vaughn and Council President Mr. D’Ambrosio. Mr. Licht was absent and excused. Also attending was Council Clerk Mrs. Cendroski.

Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Service Director Rubertino, City Engineer Gwydir, Police Chief Reik and Fire Chief Whittington.

LEGISLATION PROPOSED:

05-13-(01): Resolution: Recognizing Fair Housing in eastlake  

05-13-(02): Application: Community Development Block Grant

Mr. D’Ambrosio: Legislation No.’s 05-13-(01) and 05-12-(02) coincide with each other. Legislation No. 05-12-(02) gives us the authorization to apply for the Block Grant. We have received this grant in the past in the amount of about $20,000 a year. With that we hired a part-time property maintenance inspector. We hope to do that again. One of the requirements of the grant application is Legislation No. 05-12-(01) which is a resolution recognizing fair housing. This proves to the government that we approve fair housing in the City of Eastlake.

 

05-13-(03): Re-Appropriations: January 1, 2014 through December 31, 2014

05-13-(04): Resolution of Necessity: 0.5-Mill Fire Levy Renewal

Mr. D’Ambrosio: Ms. Vaughn?

Ms. Vaughn: Mr. Slocum will go into more detail about the re-appropriations. This is standard procedure when moving one item to another line item.

The Resolution of Necessity is a requirement before placing an item on the ballot for the residents’ approval. This is for a .5-mill Fire Levy. This is a renewal and not an increase. We have to notify the County to obtain the proper figures before placing a levy on the ballot in November.

MISCELLANEOUS:

Amendment: City Ordinance Section 501.14 “Costs of Confinement; Reimbursement”

Mr. D’Ambrosio: Mr. Klammer?

Mr. Klammer: This is just a clerical thing. The ORC had been updated and our ordinance referenced the Revised Code – we needed to match the new code. The Judge in Willoughby Municipal Court brought this up to me.

2014 Public Auction

Mr. D’Ambrosio: Chief Reik?

Chief Reik: We have a yearly auction for unclaimed property or things that were taken as part of a criminal action. We have a number of items and have a list. We will try to get a PDF list on the web site on our Face Book page or both. You can obtain it off the computer or pick it up here or call and leave a message and we will forward a copy. There are always a lot of bicycles. There are pretty good deals with all the money going back into the General Fund. It helps with spring cleaning in our property room.
