COUNCIL AS A WHOLE COMMITTEE MEETING MINUTES TUESDAY DECEMBER 9, 2014

Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mrs. Quinn-Hopkins, Mr. Licht, Ms. DePledge, Ms. Vaughn, Mr. Evers and Council President Mr. D’Ambrosio.  Mr. Hoefle is absent and excused.

LEGISLATION PROPOSED

12-09-01 temporary appopriation to january 1, 2015 to december 31, 2015

Mr. D’Ambrosio: Ms Vaughn would you like to comment on this?

Ms. Vaughn: Thank you Mr. President. This is a standard piece of legislation that must be enacted prior to December 31, 2014 in order to meet State qualifications and is strictly a temporary appropriation. We will look for final appropriations prior to March 30, 2015.

Mr. D’Ambrosio: Anything for Ms. Vaughn? Thank you Ms. Vaughn. Mr. Slocum.

Mr. Slocum: Just one quick item. I do have in my possession the required certificate of “Estimated Resources”, which was signed off by a County Auditor, and a County Treasurer. Thus, giving you the ability to adopted this proposed temporary budget.

Mr. D’Ambrosio: Okay, thank you.

12-09-02 Conditional Use permit to yellow line inc., 144 st. lawrence blvd.

Mr. D’Ambrosio: This is in regard to solar panels. Mayor did you want to talk about this?

Mayor Morley:   I will let Mr. Menn explain the particulars. Mr. Barthol lives at 144 St. Lawrence Blvd., he is here with his contractor. We had two Planning Commission Meetings. The first meeting we were a little concerned about the panels being over the top of the fence. So they adjusted to four foot and you will not be able to see any of the panels from the street. They are all within the code of the solar panels ordinance. Mr. Menn?

Mr. Menn: That is pretty much it according to our ordinance that when someone does solar panels it has to go the Planning Commission, and that is why it went that route and there was some concerns that it cannot be exposed, the solar panels when they are built can’t be higher than the fence line. The original frame work that they were going to use, was going to kick it up about a foot or less. So they dropped it down, so everything is below fence line, and off the property lines the appropriate dimensions. The Contractor is going to call us out when they get a rough layout to make sure that the dimensions are being kept, before they get too far in the process. It will save the homeowner, down the road, a lot of money.

Mayor Morley: It was passed in Planning and moved to Council.
