COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

OCTOBER 11, 2016

Due to technical difficulties the meeting was not recorded and the minutes are transferred via notes.

Council President Ms. DePledge opened the meeting at 7:00 p.m.

ATTENDEES

Members of Council in attendance were Mr. Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Hoefle and Council President Ms. DePledge. Also attending was Council Clerk Mrs. Simons.

Those attending from the Administration were Mayor Morley, CBO Menn, Service Director Rubertino, City Engineer Gwydir, Finance Director Schindel and Law Director Klammer. Fire Chief Whittington and Police Chief Reik were absent and excused.

LEGISLATION PROPOSED:

08-23-(02): An Ordinance to amend Section 184.06 (A) “Credit for Tax Paid to Other Municipalities” of the Codified Ordinances.

Ms. DePledge: This is on its third and final reading for this evening.

Resolution: Granting permission from the City of Eastlake to the City of Willoughby to expend funds for the engineering costs for the Willoughby-Eastlake Water Pollution Control Center Equalization Basin Control Structure Rehabilitation Project.

Mr. DePledge: It was just some numerical modification that needed to be made to that legislation. At the last meeting we wanted to correct them before we went forward. Is that true Mr. Gwydir?

Mr. Gwydir: That is true and the information that I had at my desk did not match what I heard going by as the amount and I do have that verified now. It is the correct amount and we can move forward at your pleasure.

Ms. DePledge: We will put that on final reading this evening.

MISCELLANEOUS:

Ordinance: authorizing the issuance of a Conditional Use Permit to Darren Hoernig to build an Accessory Building.

Ms. DePledge: Mr. Menn did you want to address this at all this evening?

Mr. Menn: This is actually the first on that I had to do that goes right to Council per our ordinance 1145.13 (f). This gentleman lives in the S-1 District off of Reeves Road and according to our ordinance that an Accessory Structure that is bigger than 750 square feet comes to Council to get passed by the majority of Council. That is why it is before you today.

Ms. DePledge: It will be added to this evening agenda as Legislation No.: 10-11-(01).

Ordinance: To reappropriate for the expenses beginning on January 1, 2016 and ending on December 31, 2016.

Ms. DePledge: Ms. Schindel did you want to address these expenses?

Ms. Schindel: This Senior Center money and we have a grant and what we are trying to do right now is we are not changing the grand total that we are spending with the Senior Center. We want accounting to reflect the proper categories that the grant is reimbursing us for. It is just a minor little tweak. As you can see we are not spending any additional money we are just making a change in two categories within the Senior Levy Fund verses the General Fund.
