COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

May 24, 2016

 

Council President Ms. DePledge opened the meeting at 7:00 p.m.

 

ATTENDEES

Members of Council in attendance were Mr. Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers and Council President Ms. DePledge. Also attending was Council Clerk Mrs. Simons. Mr. Hoefle was absent and excused.

 

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, CBO Menn, City Engineer Gwydir, Finance Director Schindel and Law Director Klammer. Police Chief Reik and Service Director Rubertino were absent and excused.

 

Ms. DePledge: If anyone is recording this meeting as courtesy to the public will you please identify yourself so that the fellow attendees know that it is being recorded.

LEGISLATION PROPOSED:

There was no Legislation Proposed.

MISCELLANEOUS:

A Resolution to recognize the broad duty of the Affirmatively Further Fair Housing in the City of Eastlake.

Ms. DePledge: A Motion will be made later this evening to add this to the agenda. It will be Legislation No.: 05-24-(01).

A Resolution to file an application with the Lake County Planning Commission for funds through the Competitive Community Development Block Grant Program for the term of October 1, 2016 through September 30, 2017.

Ms. DePledge: A Motion will be made to add this to this evening agenda. It will be Legislation No.: 05-24-(02).

A Resolution accepting the Tax Budget for 2017.

Ms. DePledge: We will need a Motion to add this and it will be Legislation No.: 05-24-(03). Mrs. Schindel did you want to discuss the Tax Budget?

Mrs. Schindel: The Tax Budget is a vehicle that is not used in all of the Counties but it is used in this County. It is a traditionally older way of saying to the County we need the levy money. That’s really all this is. The numbers are based on 2016. That is not necessarily what you are going to approve when a real budget comes through. This is strictly a Tax Budget meaning that we are justifying the need for the levy funds. We all know that we need the levy funds, but this is the piece of paper that explains it to the County in their format.

Ms. DePledge: Thank you and are there any questions for Finance Director Schindel?

A Resolution to file an Application to Participate with the Ohio Department of Transportation to participate with ODOT Winter Contract for road salt for 2016-2017 winter season.

Ms. DePledge: We will need a Motion to add this to this evening’s agenda. It will be Legislation No.: 05-24-(04). Mrs. Schindel would you like to discuss this?

Mrs. Schindel: Once a year ODOT comes through and they say by May 31 you must give us your commitment of your salt quantity. So that they are able to put it out for bid for the winter season that is coming up in nine months. If we don’t commit to them then we are not locked in or we won’t have the ability to buy at the state price. That is why now’s the time to do that. The quantity that we are asking permission for is the same exact quantity that we submitted for this past winter.

Ms. DePledge: Did you want to address the Legislation No.: 05-24-(02) in regard to the Community Block Grant?

Mrs. Schindel: With the Community Block Grant funds we are asking the County for playground equipment. We have asked the County to grant us $75,000.00. The community playground equipment would go to Roberts Road Community Park and Woodland Drive Park. If we’re given the money.

Ms. DePledge: If they give the money. Are there any questions for the Finance Director Schindel in regards to those issues?
