COUNCIL AS A WHOLE COMMITTEE MEETING
MINUTES
TUESDAY
FEBRUARY 13, 2018
7:00 P.M.

Mr. Meyers opened the meeting at 7:00 p.m.

ATTENDEES
Members of Council in attendance were Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Overstreet, Mr. Zuren and Council President Mr. Meyers. Also attending was Council Clerk Mrs. Simons. Mr. Hoefle was absent and excused.

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, CBO Menn, Service Director Rubertino, City Engineer Gwydir, Finance Director Schindel and Law Director Klammer. Police Chief Reik was absent and excused.

Mr. Meyers: If there is anyone privately recording this meeting as courtesy to the public will you please identify yourself so that the fellow attendees know that they are being recorded. Seeing none this meeting is being recorded by the City of Eastlake.

LEGISLATION PROPOSED:

MISCELLANEOUS:
1. Ordinance: To adopt the current replacement pages of the Codified Ordinances for January 2018.
Mr. Meyers: This will be Legislation No.: 02-13-(01).

2. Resolution: To enter into an agreement with Utilitiy GIS Development for mapping, field investigation and surveying.
Mr. Meyers: This will be Legislation No.: 02-13-(02). Mr. Gwydir?

Law Director Klammer has now entered the Meeting at this time.

Mr. Gwydir: Thank you Mr. President. The United States EPA has demanded that both Eastlake and Willoughby start recording all of their maintenance and asset information electorinically so paper records will not do anymore. Both Willoughby and Eastlake have subsequently joined Moble 311, which is a GIS Sewer Maintenance Tracking Platiform. Unfortunately all of the cities records are in paper format and you have nothing on a GIS System. The proposal is to get base mapping for your GIS, locate all of your Storm Water and Sanitary assets and put it on an interactive map. So it could be used with Moble 311 and subsequently go through all of the cities documents and place on electronic format all of the subservice information that is all via survey and gps location. Once it is all done the city maintenance crews can us it for sanitary and storm water. If Police want to start recording where they have their arrests and where their problems are and all that can be added and rolled into the sytem. We are just creating the foundation for everything to build on. It is two tasks and it is going to cost approximately $7,500.00 and it will take about 14 months to do all of the work. Presently now though the city is using that Moble 311 system as best as they can…you have an electronic asset and just paper so all they can do is pull up on it is just picuteres of things and not something interactive.

Mayor Morley: The Service Department has already purchased the iPads so this will go into that. When they are out on a job they will be able to pull up a thing and show a resident something and it will be right there. Like Mr. Gwydir has said Willoughby is doing it and we are doing it with the Waste Water Treatment Plant, Sanitary and Storm Water.

Mr. Evers: Mr. Gwydir you had mention the cost is $87,000.00 is that going to be split between Eastlake and Willoughby? Or is it Eastlake’s cost?

Mr. Gwydir: This is strictly Eastlake’s cost and the cost will be split between the Storm Water Utility, which will pickup about 65% of the bill and the other 35% will be for the Storm Water. The thing about is that once you build it for the Sanitary it just works for everything. The only part about it is the Storm Water will cover a good portion of the cost.

Mr. Evers: Thank you Sir.

Mr. Klammer: Can I make one point…if we haven’t competitively bidded can you just put on the record something about Utility GIS that they are one of the sole groups that does this or do you know anything about that stuff?

Mr. Gwydir: That’s us.

Mr. Klammer: That’s you guys?

Mr. Gwydir: Yes sir.

Mr. Klammer: Okay.

Mr. Gwydir: It’s listed as Utiltiy GIS but it’s our proposal…it’s us.

Mr. Klammer: CT Consultants?

Mr. Gwydir: Yes Sir.
Mr. Klammer: Okay.

3. Ordinance: Enacting Chapter XXX Titled “Canvassers and Solicitors.”
Mr. Meyers: This will be Legislation No.: 02-13-(03). Mr. Klammer?

Mr. Klammer: This is one that when I looked it over I wasn’t too familiar with our existing canvasser’s provision so I know that we have a whole chapter that addresses canvassing. So before we adopt this and have a problem like we did when we did the adult motion picture where we ended up having two separate ordinances that conflicted. I wanted to take another week if I could to put them together and see if they should be put into one chapter or if two suffices. So you either do it as a First Reading or you can put it on Council-As-A-Whole next meeting. Whatever is best for you guys.

Mr. Meyers: We will put it on First Reading.

Mr. Klammer: I just wanted to double check that.

4. Ordinance: To enter into an agreement with the City of Willoughby for the sale of 16.0952 acres identified as PP# 34B-020-0-00-001-0 to the City of Eastlake.
Mr. Meyers: This will be Legislation No.: 02-13-(04). Mayor Morley?

Mayor Morley: This has been an ongoing project for about ten years. Willoughby has finally agreed to sell us the 16.0952 acres of property for a dollar and we will then be able to get the Nature Grant that we were awarded and the ODNR Grants, through working with the Water Shed. The Port Authority has already done the lot splits and this is just so we own the property. And if there was a private entity on there we would pay the taxes through the County.
