COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

MAY 22, 2018

7:00 P.M.

Mr. Meyers opened the meeting at 7:00 p.m.

ATTENDEES

Members of Council in attendance were Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Overstreet, Mr. Zuren and Council President Mr. Meyers. Also attending was Council Clerk Mrs. Simons.  Mr. Hoefle was absent and excused.

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, Police Chief Reik, CBO Menn, Service Director Rubertino, City Engineer Gwydir, Finance Director Schindel, and Law Director Klammer.

Gray Riders Motorcycle Association

This meeting is being recorded by the City of Eastlake.

Proclamation was presented at this time to the Gray Riders Motorcycle Association.

LEGISLATION PROPOSED:

 1. 05-22-(01): Ordinance: Amending Section 1163.07 “Variance Powers” specifically repealing and replacing the entire Section 1163.07.

 2. 05-22-(02): Ordinance: Amending Section 107.10 “Collateral For City Funds” specifically subsection (a).

 3. 05-22-(03): Ordinance: To establish Fund 801 “Payroll Reserve Fund.”

MISCELLANEOUS:

1. Conditional Use Permit: For a Wellness Veterinary Clinic to Dr. Asim Mahmood d/b/a Lake Erie Pet Clinic.

Mr. Meyers: This will be Legislation No.: 05-22-(04).

2. Resolution: Approving the Solid Waste Management Plan Update of the Lake County Solid Waste Management District.

Mr. Meyers: This will be Legislation No.: 05-22-(05).

3. Ordinance: To adopt the current replacement pages of the Codified Ordinances for April 2018.

Mr. Meyers: This will be Legislation No.: 05-22-(06).

4. Resolution: To accept the Tax Budget for 2019.

Mr. Meyers: This will be Legislation No.: 05-22-(07).

5. Resolution: Authorizing the Lake County Auditor to place unpaid bills on the tax duplicator for collection

Mr. Meyers: This will be Legislation No.: 05-22-(08).  Ms. Schindel would you like to comment on those two?

Ms. Schindel: Thank you.  The Tax Budget is something that we have to do for the County; basically all it does is justify the need for collecting the levy money.  That’s really all that it does and then for the unpaid bills I come to you every six months maybe; sometimes it’s a little longer then that asking permission to take the people that have been unpaid since the last time.  This would have been since November and put it now on their tax bill, because we’ve made several attempts trying to collect.

6. Resolution: Recognizing Affirmative Further Fair Housing in the City of Eastlake.

Mr. Meyers: This will be Legislation No.: 05-22-(09).  Mayor would you like to comment on that?

Mayor Morley: It’s what we have to do for the Block Grant.

7.Ordinance: To reappropriate the expenses for the period beginning January 1, 2018 and ending on December 31, 2018.

Mr. Meyers: This will be Legislation No.: 05-22-(10).

8. Resolution: Authorizing and directing the Director of Public Safety to advertise for a Public Auction for the sale of various items deemed no longer usable by the City of Eastlake.

Mr. Meyers: We will need a Motion to add and this will be Legislation No.: 05-22-(11).
