COUNCIL AS A WHOLE COMMITTEE MEETING
MINUTES
TUESDAY
JANUARY 23, 2018
7:00 P.M.
Mr. Meyers opened the meeting at 7:00 p.m.
ATTENDEES
Members of Council in attendance were Mr. Kasunick, Mr. Spotton, Mr. Hoefle, Mr. Evers, Mr. Overstreet, Mr. Zuren and Council President Mr. Meyers. Also attending was Council Clerk Mrs. Simons.
Those attending from the Administration were Mayor Morley, Fire Chief Whittington, Police Chief Reik, Service Director Rubertino, City Engineer Gwydir, Finance Director Schindel and Law Director Klammer. CBO Menn was absent and excused.
Mr. Meyers: If there is anyone privately recording this meeting as courtesy to the public will you please identify yourself so that the fellow attendees know that they are being recorded. Seeing none this meeting is being recorded by the City of Eastlake.

MISCELLANEOUS:
1. Resolution: To accept a grant from NOPEC in the amount of $67,174.00 for energy efficiency or energy infrastructure projects.
Mr. Meyers: This will be Legislation No.: 01-23-(01). Mayor Morley?
Mayor Morley: NOPEC has designed for each city to get a grant from them and our amount was $67, 174.00 and it is to accept the grant.
2. Ordinance: Amending Section 155.01 “General Administration” specifically subsections (b) and (c).
Mr. Meyers: This will be Legislation No.: 01-23-(02). Ms. Schindel would you like to wait and take care of all of these at once?
Ms. Schindel: Yes.
3. Ordinance: Amending Section 155.02 “Vacation Pay.”
Mr. Meyers: This will be Legislation No.: 01-23-(03).
4. Ordinance: Amending Section 155.21 “Uniform Allowance” specifically subsection (a).
Mr. Meyers: This will be Legislation No.: 01-23-(04).
5. Ordinance: Repealing in its entirety Section 155.22 “Longevity.”
Mr. Meyers: This will be Legislation No.: 01-23-(05).
6. Ordinance: Amending Section 155.38 “Insurances” specifically subsection (a).
Mr. Meyers: This will be Legislation No.: 01-23-(06). Ms. Schindel?
Ms. Schindel: Thank you and what these do is they clean up the ordinances and put them in line with the Union Agreements, as well as state law our minimum wage was not correct in terms of what we were paying on an hourly basis. So that had to be adjusted and we extended and instead of stating a semi-monthly pay or a bi-weekly pay we converted it to an annual pay. As for the vacation pay what we said was that it is 155.02…right now there are two people who are not directors that fall under this category. One who has been here for a very long time, but the new person has been here for almost two years now and what we did was we wanted to make sure that they would have the ability to take some time off. Because an experienced person you would like to give them that ability so we pro-rated it after they meet their probation time. Instead of making them wait a whole year to get any time off along with some other miscellaneous clean up. In uniform allowance we adjusted it to match the contracts with the Fire and Police Departments. For longevity we removed that section and for insurances what we did was…I just needed to clean that up a little bit in terms of the health savings account. It says that the city would contribute 90% of the deductable obligation, but it’s really the in-network not the out-of-network. Again it was just a little tweaking on that.
