COUNCIL AS A WHOLE COMMITTEE MEETING
MINUTES
TUESDAY
FEBRUARY 9, 2016
Council President Ms. DePledge opened the meeting at 7:00 p.m.
ATTENDEES
Members of Council in attendance were Mr.Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers, Mr. Hoefle and Council President Ms. DePledge. Also attending was Council Clerk Mrs. Simons.
Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, Police Chief Reik, CBO Menn, City Engineer Gwydir and Service Director Rubertino. Ms. Schindel is sitting on tonight’s meeting as our future Finance Director. Fire Chief Whittington was absent and excused.

MISCELLANEOUS:
A Resolution authorizing and directing the Mayor and Director of Finance to enter into a Settlement Agreement with Robert Oliveri for three workman’s compensation claims, for the onetime payment of Thirty Three Thousand Dollars ($33,000.00).
Ms. DePledge: We will add this to our Regular Council Meeting and a Motion will be made and it will be Legislation 02-09-(01). Mr. Klammer did you want to speak about this at all?
Mr. Klammer: If there is any questions but we did discuss this in Executive Session.
Ms. DePledge: Correct.
An Ordinance amending Chapter 939.21 (j) of the Codified Ordinances of the City of Eastlake, Ohio, entitled, Discharge Prohibitions.
Ms. DePledge: This will also be added to tonight’s agenda and it will be Legislation 02-09-(02). Mr. Gwydir did you have any comments on this?
Mr. Gwydir: This is just a Housekeeping Item to change the discharge limit for cadmium from five parts per million to three parts per million is requested by the EPA. It was sent in from the W-E WPCC.
Ms. DePledge: Are there any questions for Mr. Gwydir?
A Resolution granting permission from the City of Eastlake to the City of Willoughby to expend funds in an amount not to exceed Seven Hundred and Eighty One Thousand Dollars ($781,000.00) for the implementation of the Willoughby-Eastlake WPCC Outfall Replacement Project.
Ms. DePledge: A Motion will be made tonight during the Council Meeting and it will be added as Legislation No. 02-09-(03). Mr. Slocum do you have any comments on this item?
Mr. Slocum: The one thing that we are going to need to do is to make an additional contribution to this fund for $177,000.00. We have that covered with the budget we have close to three in a half million dollars and generated those funds with these types of projects in mind.
Ms. DePledge: thank you Mr. Slocum. Are there any questions for Mr. Slocum? Tonight we have a special swearing in ceremony for Mr. Paul Stanley. He is one of our new police officers. Mayor Morley and Chief Reik?
