COUNCIL AS A WHOLE COMMITTEE MEETING
MINUTES
TUESDAY
SEPTEMBER 8, 2015
Council President Mr. D’Ambrosio opened the meeting at 7:00 p.m.
ATTENDEES
Members of Council in attendance were Mr. Evers, Mr. Licht, Mr. Hoefle, Ms. DePledge, Ms. Vaughn and Council President Mr. D’Ambrosio. Mrs. Quinn-Hopkins was absent and excused. Also attending was Council Clerk Mrs. Simons.
Those attending from the Administration were Mayor Morley, Law Director Klammer, Finance Director Slocum, CBO Menn, City Engineer Gwydir, and Fire Chief Whittington. Service Director Rubertino and Police Chief Reik were absent and excused.
LEGISLATION PROPOSED:
09-08-(01): Appointment: Clerk of Council: Tracy M. Simons
Mr. D’Ambrosio: Mrs. Simons has been with us for about five weeks now and she has been doing a great job. Mrs. Cendroski has been hard at work training with her and if Council sees fit we will vote on this tonight.
09-08-(02) through 09-08-(07): Demolition: Unsafe Structures
Mr. D’Ambrosio: Mr. Menn?
Mr. Menn: This is something that the City has been bringing to Council for the last few years. We have six homes that are to be demolished this year and we are working with the County Land Bank Agency. The last step is to have Councils approval of the Resolution of all six lots to proceed with the demolition.
Mr. D’Ambrosio: Mr. Klammer, instead of reading all six of these one at a time can we do it collectively?
Mr. Klammer: I think that we talked about putting the respective addresses in there. There was one that I will talk about with the Mayor and Mr. Menn. Mr. Menn has agreed to hold because it their lawyer has called and they are going to try and tear it down another way. There is one particular property that you are going to move forward but Mr. Menn and I are going to work through it.
09-08-(08): Adoption: Codified Ordinance Replacement Pages
Mr. D’Ambrosio: This is something that we do periodically.

LEGISLATION PENDING: (Placed on First Reading 08/25/2015)
08-25-(01): Lease Agreement: City of Eastlake and Willoughby-Eastlake Public Library
Mr. D’Ambrosio: The Library is going to lease the west side of the build. This is a five year contract. Mayor?
Mayor Morley: We have been working on this for the past three to four months. We heard it in a Committee and on First Reading. We believe that it is a win-win situation for Willoughby-Eastlake Public Library and for us. Mr. Werner is the Director for the Willoughby-Eastlake Library and is present if anyone has any questions. We are good to go and we hope that it passes this evening.
MISCELLANEOUS
Resolution of Commitment: American Manufacturing
Mr. D’Ambrosio: Mayor?
Mayor Morley: This was sent over to me by one of the labor groups asking for a Resolution for us to back the American made Manufacturers to start manufacturing more of our things for the war. Right now it says that 75% is made in China and they are looking to have some backing to tell our people in the federal government to use American producers such as steel and armor.
Mr. D’Ambrosio: I think that it’s a good thing. We will need a motion on that. Mr. Hoefle will make the motion.
Mr. Hoefle: Yes.
Resolution: 2016 Tax Budget: Amounts and Rates
Mr. D’Ambrosio: We passed the tax budget about two months ago. This is just excepting the tax budgets amounts and rates. Mr. Slocum?
Mr. Slocum: The County Budget Commission told us what to expect on collections. This is accepting those rates unless you want to take less.
Mr. D’Ambrosio: Ms. Vaughn will make the motion.
Mr. Slocum: Just one thing with Mrs. Simons’ appointment Mrs. Cendroski is still going to be working with the City on a transition basis so she will be on the payroll. The only thing that I will need to report to the Council-as-a-Whole is that we will not go over the budget the line item for the Council Clerk position.
Mr. D’Ambrosio: Any questions for Mr. Slocum?
