COUNCIL AS A WHOLE COMMITTEE MEETING

MINUTES

TUESDAY

MAY 9, 2017

Council President Ms. DePledge opened the meeting at 7:02 p.m.

ATTENDEES

Members of Council in attendance were Mr. Zuren, Mr. Meyers, Mr. Kasunick, Mr. Spotton, Mr. Evers and Council President Ms. DePledge. Also attending was Council Clerk Mrs. Simons. Mr. Hoefle was absent and excused.

Those attending from the Administration were Mayor Morley, Fire Chief Whittington, CBO Menn, Service Director Rubertino, City Engineer Gwydir, Finance Director Schindel and Law Director Klammer. Police Chief Reik was absent and excused.

Ms. DePledge: If there is anyone recording this meeting as courtesy to the public will you please identify yourself so that the fellow attendees know that they are being recorded. Seeing none this meeting is being recorded by the City of Eastlake.

MISCELLANEOUS:

Resolution: to enter into a contract with John Doheny Companies for repair work to S-11 Vactor Truck.

Ms. DePledge: Mayor did you want to discuss this?

Mayor Morley: It is the repair for the sewer truck that went down last week.  We have two trucks and this one is the one that does the main cleaning of all the catch basins, so until that is repaired we cannot clean anything of the catch basins or the sewers.  Mr. Rubertino needs that done as soon as possible.

Ms. DePledge: Are there any questions for the Mayor on this issue? This is an emergency issue as well?

Mayor Morley: Yes.

Ms. DePledge: We will need a Motion to add it to this evening’s agenda and it will be Legislation No.: 05-09-(01).

Resolution: to sell on Ebay a 1997 Ford Ambulance and a 2005 Braun Ambulance.

Ms. DePledge: Chief Whittington did you want to discuss this?

Chief Whittington: Thank you Madam President. The 1997 is an ambulance but we are using it as an old Technical Rescue Truck.  It just got to the point where the value of it based on the kind of repairs that we need it actually just became....we’ve actually...it’s been out of service for two years as we were trying to figure out what to do.  The 2005 is what was replaced with the new ambulance and it was one of those motors that we continue to have a lot of problems with.  Traditionally what we would do when we got a new ambulance is we would recycle the old ambulance either internally or the Police Department would take it, or the Service Department would take it.  With this vehicle and the unreliability with the motor I think that it would be more of a cost to the city as far as a hidden cost.  I talked to the Mayor and Ms. Schindel and we think that because of what their value really is giving it a chance to sell it on eBay is probably our best way to get any kind of money out of it.  We couldn’t put it in for a trade in or anything, because nobody will take those motors.  So when we dealt with Braun for the new squad they said that they didn’t want it, because it is just a headache.  That was our best option...those that represent us as far as that goes.  I think the we historically and Ms. Schindel back me up on if I am wrong that we have a better chance to get more funds out of selling something on eBay then we do on the city auction.  That is what we thought would be the best option for that.

Ms. DePledge: We will need a Motion to add it to this evening’s agenda and it will be Legislation No.: 05-09-(02).

Resolution: to enter into a contract with Bush Truck Leasing Inc. for the purchase of a 2017 E450 Step Van.

Ms. DePledge: Chief Wittington did you want to talk about that?

Chief Whittington: Since the tech vehicle...and we couldn’t use the retiring ambulance I worked with the Mayor and Ms. Schindel and essentially it would become the Technical Rescue Truck. We researched it and found the lowest that we could find as far as that goes and it includes delivery.  That vehicle would be converted into a tech vehicle.  Out of fairness and I told the Mayor and Ms. Schindel that price that we have just represents the truck.  We would still have to do some stuff with shelving as internal stuff.  We have to buy a radio for it, so there would be additional costs to that project, but that is just for the van.

Ms. DePledge: The cost of the van is around $49,000?

Chief Whittington: Yeah $49,120.00 is just the van. I know that we have always tried to be very transparent on cost.  We are not sure because we are going to get some shelves in it.  The stripping that is required, and we have to put some lights on it, and we know that we will have to buy a radio for it.  We are not sure as far as the shelves that go on the inside.  All of the equipment that the tech rescue guys use we already have and it is going to be put on this truck.  There will be other costs that will be involved on top of the $49,120.00.  I will make sure that both Ms. Schindel and the Mayor...but it shouldn’t be a significant cost.  I want to be transparent with all of you to say that this doesn’t represent the whole purchase it is just the vehicle.  The ancillary stuff we will have a better idea when we get it in.

Ms. DePledge: This is also a state bid price correct?

Chief Whittington: Correct.

Ms. DePledge: So we can’t get a lower price or we can’t get a better price this is the price.

Chief Whittington: This is the price and I think that since it is under $50,000.00 we didn’t have to go out for bids. My guys researched it and we make sure that whatever we present to you that is probably our best price that we have found.  The company is out of Mason, Ohio.  We have had some trucks where you get them from Indiana, but there is a significant cost to have them delivered here.  A lot of time they don’t drive them here they put them on a flatbed truck or a semi and they cart them over.  This one is actually...the cost is included in the delivery.  They are only coming Mason so it’s not like they are driving very, very far on it.

Ms. DePledge: Are there any questions for Chief Whittington on this particular issue? We have the option to put this into the Finance Committee or we have the option of voting on it this evening.  So whatever you would like to do and I don’t know if there is any reason for delay when it’s been researched and it’s a state bid, and we can’t get anything lower or better.

Chief Whittington: Whatever you think is best? This not a rush so I just wanted to clarify that if you think that it is appropriate.

Ms. DePledge: Just for the record it was a surprise to me to see it on the agenda tonight, but it is here and we are going to talk about it. If we want to...Mr. Evers?

Mr. Evers: It would be my recommendation that we turn this over to the Finance Committee. There is going to be additional costs that need to be looked at and I know that it is in the budget, but you say transparency.  Let’s put it in the Finance Committee and have a meeting set up for next week if it is okay with the committee.

Mr. Zuren: I second that suggestion.

Ms. DePledge: That is fine and that is what we will do. We won’t move on that this evening.

Chief Whittington: Then what I will do if it’s okay Madam President I’ll make sure...I will try to project cost. The radios are standard, the stripping is pretty standard, and it would be what kind of shelves we will have to buy and things that we have to hang in there.  I will try and come up with some kind of projection.

Ms. DePledge: We can discuss it further in the Finance Committee.

Liquor License Permit: To Moran Foods LLC, d/b/a Save A Lot 639, 33693 Vine Street, Eastlake, OH.

Liquor License Transfer Request: From Macs Convenience Stores LLC, d/b/a Circle K 5301 at 36391 Vine St., Willoughby, OH, To Macs Convenience Stores LLC, d/b/a Circle K 5712 at 35779 Vine Street, Eastlake, OH.

Ms. DePledge: Did anybody want to discuss the liquor license permits?

Mr. Klammer: I don’t know any details about them.

Ms. DePledge: I don’t have any objections from the Chief.

Mayor Morley: I have no issues from the Police Chief.

Ms. DePledge: I didn’t get any issues.

Mayor Morley: What happens is that they send it over to Mrs. Solymosi who is in Police Records and me. If there are any issues in sends back something and there are no issues.

Ms. DePledge: I didn’t receive any emails or anything. Are there any comments or questions from anybody on Council regarding these particular issues?  Mr. Zuren?

Mr. Zuren: I think that number four was missed.

Ms. DePledge: I am having a little issue with my agenda this evening. Is this the one for property.com?

Resolution: Authorizing and directing the Director of Public Safety to advertise for a Public Auction for the sale of various items deemed no longer usable by the city of Eastlake.

Ms. DePledge: It is a separate item. Are there any questions from anybody on Council regarding the liquor license requests or giving the Director of Public Safety the authority to sell things on property.com?  Everybody received their emails and everybody is okay.  Seeing no objections those items will be added as part of the motions to this evening’s agenda
